motorcycle gear boots

What kind of equipment would be absolutely necessary for a child to ride his bike?
I have one year of age of five who has a PW50, with training wheels, you would like to ride. Not yet have all the gear for it. I have been told that power can be rejected for not allowing the bike to go over about 5 mph. If this is done, and the bike is mounted on flat land only what is absolutely necessary gear? My husband tells me not is more dangerous than a wheel of energy, but I am a nervous mother. Hull has hand-me-down and goggles, pants, gloves and shoulder / chest pads. I would not have a problem buying a shirt from him, but those boots look very expensive for a child of five years to overcome within six months!
The bike has training wheels do not need boots. The boots are a necessity when the rider is a bit more advanced and higher speeds entering. Just get some shoes, representing about ankle support.
